At the "Data Trading Ecology Conference" of the 2025 China International Big Data Industry Expo, Chen Wei, Chairman of Guiyang Big Data Exchange, delivered a keynote speech titled "Data Trading Cloud: Transforming Thousands of Industries from 'Data Availability' to 'Value Realisation'".

Chen Wei stated that as the earliest established data trading institution in China, Guiyang Big Data Exchange has taken the lead in exploring the value and trading models of data circulation, as well as new paths for reforming data element resource utilization, assetization, and capitalization. In response to the pain points of "geographical barriers, unclear ownership, and difficult security control" in traditional data trading models, a data trading cloud solution has been proposed.

Chen Wei introduced that the data trading cloud is divided into three layers of support system. The infrastructure layer is supported by the cloud base of Guizhou Big Data Group on the cloud, relying on trusted data space technology and blockchain technology to build data circulation infrastructure. It uses state-owned cloud and development and utilization cloud as physical carriers to provide powerful computing power, massive storage, and high-speed networks, ensuring that data transactions are "not stuck and stored stably". The platform service layer integrates the "three major registrations" and "three major services" sections. The "three major registrations" refer to data element registration, data property registration, and data asset registration. The "three major services" refer to public data warehouses, mutual recognition of data needs, and interoperability of data products, clearly defining data ownership, outlining data value, and providing services such as blockchain smart contracts, standardized demonstration contracts, and payment settlement to ensure the security, compliance, efficiency, and smoothness of the entire transaction process. The industrial user layer covers various industries and scenarios, meeting the needs of data providers and demanders, while supporting regulators to monitor the entire transaction process in real time, truly achieving "transaction compliance and controllable process".

To support this system, Guiyang Big Data Exchange has built four functional modules. One is the data trading system platform with Guizhou Province Data Circulation Trading Platform as the core, which realizes a full process and easy service system from compliance review, element registration, listing matching, valuation and pricing, payment settlement to trusted delivery. The second is an integrated registration service system. In the overall service system of the data transaction cloud, an integrated registration service system is built to solve the problem of repeated submission of information by transaction parties in different registrations and provide one-stop services. The third is the mutual recognition and interoperability module, which establishes two mutual recognition mechanisms for data demand and data products, solves the problem of data supply and demand docking, and promotes efficient data circulation. The fourth is the trusted circulation module, which perceives and schedules the central platform through the trusted data space connector, achieving accurate data authentication and real-time monitoring, and ensuring the secure and trustworthy circulation of data.

In addition, Chen Wei also mentioned that in terms of public data authorization operation scenario services, the Guiyang Big Data Exchange serves as the main entrance and exit for Guizhou Big Data Group's data business. According to the "Guizhou Province Public Data Authorization Operation Measures", it clarifies the "entry bottom line": first level public data products should be traded on site, and second level public data products are encouraged to be traded on site; Implement a "full line closed-loop" process to improve transaction efficiency; Anchoring the "real value" of data in pricing, avoiding a "one size fits all" approach, achieving "price reality matching", and ensuring that every public data transaction is compliant, efficiently circulated, secure, and controllable. Within the authorized operation space, provincial-level public data authorization operation institutions deliver provincial-level public authorization operation data resources through the "warehouse to warehouse" platform for the development and utilization of city and state public data, achieving the goal of preventing public data from leaving the domain and building a full process transaction security system. Chen Wei finally stated that in the future, the Guiyang Big Data Exchange will continue to deepen its practice, assist in the safe and efficient circulation of data elements, and look forward to working together with all sectors to activate the value of elements and jointly draw a new blueprint for the digital economy.
